What to pay attention to
An HR Manager is usually strongest when the operating foundation is clear. A Head of HR is needed when people decisions are becoming business decisions. A fractional leader can bridge the gap when the need is senior but the full-time load is not yet permanent.

Start with outcomes, not headcount. Define the next six months of people risk, then match the role to the complexity, pace and leadership attention required.
